1) the supply frame mounted fuel lines with plastic line connections use a clip assembly at the ends. The o-ring inside is not available seperately from dodge; does anyone have a source?

2) I've heard 16 degrees is the best timing for throttle reponse and fuel mileage on a 215hp P7100 pump, any problems? what tools are required to set delivery valve lift to accuratley set this?

Can you pull an 0-ring out and take to a parts house and compare sizes?

I personally run 16º. That is the max I would run to have some degree of head gasket reliability. Of course boost pressure plays a roll here as well. Just remember the higher the timing and boost go the less reliable the HG becomes. My original gasket let go at about 38 psi and 247k miles. I was towing in sub-zero weather and wind and let it get that up high by accident. Of course there are many variables. Others get away with much higher boost on stock hardware. It all depends on age, head bolt tightness and what shape the surfaces are in.

I use the Snap-On SP500 kit to set timing on these pumps. SPX Miller also has a kit I think. Here is the Snap-On kit: SP500, Set, Diesel Timing Gauge
