On your 93, your full power screw should have a 6mm hex end on it. Loosen it with the 13mm wrench, and turn it with the 6mm; the collar will pop back onto the next thread, and you wont lose your place.
Blip your throttle after the adjustments (real quick about halfway to the floor), and the idle speed comes right back down, you are still safe. If it seems to float back down (takes 2-3 sec), then you are getting close to danger- back out at least 1/2 turn.
What kind of boost/ EGTs are you seeing? With the 18cm housing, the most I ever saw without tons of smoke (on IC trucks, not my current one) was about 25psi. With the 12, I could top 30 pretty easy. This is with no wastegate on either housing, or at least not hooked up.
