Actually, a neighbor of mine had his house flooded a few years ago. While we were sitting there watching helplessly as the water poured into his basement, he was afraid that it would get up to the level of his breaker box (it did) so he called the power company to turn it off. They came out and removed the meter, but it was something that they had to do. Nothing anyone besides of them was either able to or willing to do. He's a contractor and he said that was the first time he'd seen it done, since he usually deals with the wood working stuff, not plumbing or electricity.
