Connecticut is currently installing barrel locks on the meters which cannot be cut off. Unless you have a special key it won't come off.

Actually, a neighbor of mine had his house flooded a few years ago. While we were sitting there watching helplessly as the water poured into his basement, he was afraid that it would get up to the level of his breaker box (it did) so he called the power company to turn it off. They came out and removed the meter, but it was something that they had to do. Nothing anyone besides of them was either able to or willing to do. He's a contractor and he said that was the first time he'd seen it done, since he usually deals with the wood working stuff, not plumbing or electricity.

High security locks on meters puts a whole new twist and in that case the utility has to remove the meter.

Being in our Volunteer fire dept. their are rare times when we will pull a meter. Such as when simply flipping the main breaker is not enough. This is usually done when it is deemed unsafe for the VFD to work inside a hot zone. These new "barrel locks" might mean that we do not go inside a hot zone and you know what happens "IF" the person in command pulls us back.

This is a cost effective kit I am looking at putting this on my panel so I can use my trailer or motorhome to power it up. The best thing to remember is to do it right, even if it costs more.
