Girlfriend has a phone stalker

Friday.......the 13th

My girlfriend met a guy online (never in person) before she met me and talked with him online and over the phone. He became "weird" as she put it and now he keeps calling her.



Three times a day he calls, she never answers it and I think that is whats upsetting him. From what I can tell he is not good at letting go at even a simple online friendship.



She is sick of him but according to her he has military security clearance and has got all of her online medical records so who knows what he could do if he really gets blown off.



How can she end this? He isn't the type to listen or leave her alone responsibly. Pretty sad if you ask me.



I figured I would ask you guys. Big group of guys and girls from all over with different backgrounds which means different ideas.

I asked her about call blocker. She works for T-Mobile but she said they cannot block calls coming into cell phones. They do have something like that but its not in effect anymore or it is in there but not being used yet...
 
What makes her think he has Military security clearance? What on line medical records? Sounds like he is just playing her. She should record a phone conversation and tell him, " I am recording this conversation and I do not want you to call me or E-mail me again. And if you do I will hand this over to my local law enforcement to handle it for me. " Something to this effect.

Also isn't there a way for her E-mail to block out his address?
 
Heck if he is calling her cell phone, they all have caller ID now don't they?

This seems fake, there are too many easy ways to eliminate this problem.
 
As far as I know, (older information) All the military type people that have access to 'all' the data bases were working out of Philly somewhere.

As for data bases, he's probably talking about the online insurance database for medical records. I don't by that he is in that but all one has to do is call and get copies of the records. Its just like the credit bureaus and all the same rules apply.

She would be able to see all the accesses to her records if there was any.

If he was truly in the military. Figure out what branch and where he is stationed. Certain calls to the on base investigative service and any other federal police agency would make his life a living hell. Of course I'd juice it up with threats against person and property being made against you, her, the dog, and anyone else to make people jump.

Not that I'd advocate playing dirty but if people are busy fighting to keep their life in order, its too hard to screw with others. IMO
 
From Title 18 of the Colorado Statues (the italics are mine):



18-9-111. Harassment - stalking



(1) A person commits harassment if, with intent to harass, annoy, or alarm another person, he or she:...



e) Initiates communication with a person, anonymously or otherwise by telephone, computer, computer network, or computer system in a manner intended to harass or threaten bodily injury or property damage, or makes any comment, request, suggestion, or proposal by telephone, computer, computer network, or computer system that is obscene; or



(f) Makes a telephone call or causes a telephone to ring repeatedly, whether or not a conversation ensues, with no purpose of legitimate conversation; or



(g) Makes repeated communications at inconvenient hours that invade the privacy of another and interfere in the use and enjoyment of another's home or private residence or other private property; or



This is defined as harassment, which is a class 3 misdemeanor



(b) A person commits stalking if directly, or indirectly through another person, such person knowingly:



(III) Repeatedly follows, approaches, contacts, places under surveillance, or makes any form of communication with another person, a member of that person's immediate family, or someone with whom that person has or has had a continuing relationship in a manner that would cause a reasonable person to suffer serious emotional distress and does cause that person, a member of that person's immediate family, or someone with whom that person has or has had a continuing relationship to suffer serious emotional distress. For purposes of this subparagraph (III), a victim need not show that he or she received professional treatment or counseling to show that he or she suffered serious emotional distress.



This is defined as stalking, which is a class 5 felony.



It is doubtful the prosecutor would pursue this case, but in my experience, having a police officer call the bonehead will often stop the calls. If he does actually have a security clearance and used it to access files for his personal (criminal) use, you would probably be able to stir up some trouble for him, as well.

Further, using that information may fall under the Intelligence Oversight provisions mandated by the Executive branch.

If in-fact a military person, he should stop immediately or a trip to Kansas IS in the future.

I had the same problem untill i saw the kid at a party... . Lets just say he never will come around my area again... and he hasnt called my girlfriend once. . Now everyone knows not to pull crap with me. Im actually pretty happy it happen i was always worried about other guys and my g. f... now they wont even talk to her because there scared. .

Firewalker, I am assuming a PPO is like a restraining order for phones?



She is scared also that he could get her address and be waiting for her, not sure he is that stupid or not but maybe.



Appreciate all the help. I know, seems trivial, but there are weirdos out there.
