That filter you have is the optional filter to use with out the probe it works fine they also sell a filter that has a drain ,
 
Water in the plug would be my bet, when I hit deep standing water it splashes up on the plug and my light comes on for a few minutes then goes out after it drys.
 
ya also think a bit or water just got in the connector. it is just sitting there

That is the fuel filter without the WIF function. Just below it and to the right looks like the old OEM plug in for the WIF sensor. Since the sensor is not plugged in my best guess would be that the plug in got wet thus completing the circuit causing the light to come on. I would try to dry it out and clean it out and see if the message center light goes out. If that works you can use liquid electrical tape to seal against it moisture and you should be good to go. I would also install a new fuel filter.

Welcome to TDR forums good to have you in here at the funny farm. :D Robert Schwarzli is on the forum and also a resident of Ontario. He would know what emission tests are necessary. He should be able help you with the 1st Gen.

As for the OP, goes like this:

Emissions: Outside of GTA, no E test required. If in the GTA, you will be required to do either a visual (no more than 15 sec of haze in a 5 min idle), or a opacity test (light sensor stuffed up the tailpipe to watch how dark things get when they stomp the pedal to redline 2x....hate this test). The commercial registration trucks get the second. Most gen 1's get the first.

There are two types of facilities in Ontario: OBD2 and Pre OBD2. All shops do OBD2, some shops also have the ability to do the old ones. The old ones require expensive sniffer equipment so few do it. For us, we are a "visual" test so any shop can do it although many will likely say they dont do anything before 1996. This is the reason why.

Your E test will go like this:

Guy will pull your truck into the bay, let it idle. Take photos of it there (Plate, Door VIN decal, and one overall), will upload that to the E Test website server, will determine if you pass or not, enter that data in, pay your money, and away you go. Rather simple for these.

Muffler: For Ontario, they follow the factory rule: What was in there at factory is what is required now. So all gen 1's came catless. So you are fine. As far as that goes, mufflers are technically a gray area. According to the Ontario Highway Act a turbo is a means of a muffling device in Ontario. Even new SRT4 Neons were delivered in Ontario mufflerless for this reason. :) Most wont be educated enough to know if you are right or wrong on this, so at worst you would have to go to court. But I know a guy who did just that. And won. :)
 
thanks. i was hoping he might chirp in since he mentioned he is also from the GTA. i was looking at the pics in his build thread and don't think i see a catalytic converter but do think i see a muffler.

No, no cat. Thankfully not required.

As for the muffler, I ran without it for YEARS. But the straight piped stacks behind ones head when they do cross country drives towing for 16 hours a day got to be a bit much. So be sure to speak up when talking to me. :D


i just know the cops up here have been really cracking down on people who have removed factory emission equipment especially on the louder vehicles like diesels. i know even i have been pulled over by the ministry of environment in my 93 ramcharger and it is a gasser. i guess they thought since it was older vehicle someone would have removed some emissions equipment but were wrong.

It is not our Cummins trucks they are after. It is the new stuff with DPF's and EGR's that are removed. In accordance with US and Canadian law, tampering with a vehicles emissions systems is against the law. On our trucks, there was no emissions system. LOL So not much for them to fine you with. Although in the same breath, if you are smoking, it is grounds for them to ticket you regardless of if you passed your E test or not. The MTO does know our trucks puff a bit. Losing an intersection however is not allowed. LOL

I have a 91.5 D250 in Ontario. Just had the emission inspection done a couple months ago. Because they can't plug in their computer, it's a visual inspection. Start the truck, let it idle for 15 minutes to see if it smokes. Mine gives a good puff on start but is clean after. The mechanic wasn't looking during the start, but I was chatting with him about it and got the impression that they were only really looking after it idles for a while.


Hey Wayne, you sure that wasn't a 5 min test? If it was 15, it shouldn't have been.

Another good thing to remember is these trucks smoke when cold. I would recommend a parking lot idling before your e test. This avoids them also needing to start it.
 
thanks for the responses. i guess i should have mentioned my friend got his truck e-tested about 2 weeks ago and it passed. only cost him $30 and from the sounds of it they did more talking about how cool of a truck it was than they did about emissions testing. a lot of good info to know tho. as far as stack go he was considering installing stacks but didn't want to be loosing the bed space since he will be using the truck as a truck once trees start falling this winter. he is also currently thinking about getting a dump bed setup now. i guess we will see how that works. got lots of small electrical issue to hopefully fix between now and then. the PO used some crimp on connectors to tie in there 7pin connector and the wires are now corroded and a lot of the wire is bad inside. i ended up taking 3" out of the ground wire and still had bad wire so i ended up just bolting the lights ground to the frame temporarily until he gots the deck mounted and the tail lights in there permanent location. once that is done the everything can be fixed properly.

Also so you know, under the ministry guidelines for Ontario, as soon as you remove the factory box and put a dumper or flat deck on it, you fall into very different categories. Needing to use weigh scales, needing a CVOR, needing to keep log books, etc all come into play now. Before he pulls it be VERY clear what he wants to do with it. It may impact him to the tune of $1000 a year in extra govt money grabs he will need to pay plus all the red tape.

personal use pickup truck means a pickup truck;

- that has a manufacturer’s gross vehicle weight rating of 6,000 kg (13,227 lb) or less, and
is fitted with either,

1- the original box that was installed by the manufacturer, which has not been modified, or
2- a replacement box that duplicates the one that was installed by the manufacturer, which has not been modified.
 
i guess i learned something new. thanks. the truck is registered as personal and has a GVWR of less than 4500kg which is why the e-test only cost $30. if the truck had a higher GVWR it could have cost a lot more. i don't think he ever got pulled over with his last flat deck but i guess the mto probably leave most trucks alone as long as your not pulling a trailer. plus the original box was pretty shot and needed more patching than it is worth. i almost can't believe he actually sold it for as much as he did. he got more for his box than i paid for my truck originally lol. i think he should be ok but i will pass on the info and let him worry about it. i don't think he has ever hauled a trailer with it or will. he was panning on hauling a trailer and i hooked up a connector for him on his last truck but he never ended up towing anything.
