Engine/Transmission (1994 - 1998) got my bigger boost gauge finally, now how much boost?

I have my 11 full foward, how much boost should I expect? Tst tells me that I should see 36psi with the 11 in the stock location, but I only see 36 with it full foward. I see 32 with it in stock location. this is with the boost elbow tight, not letting much if any air through to the w/g.

how much boost can I see if I take the plate out (just for reference, I aint gonna do it)
