My friend just got done installing a 3200 spring and now the truck will not restart. The throttle linkage as well as the afc were marked and installed correctly. We have got fuel at the injection pump, and slightly at the injectors... the amount of fuel and pressure does not seem consistent with what once came out when the lines were cracked at the injector. We have attempted to move the full fuel screw in and out with no change. Does anyone have any ideas what the problem may be.
 
I cannot say but these are common things to look at, providing the internals of the pump are reassembled correctly;



Pump has lots of air in it yet

Throttle lever not connected (timed) priperly to the throttle contol shaft. Yea I know you said it is... ... ... . but... ... ... . somehow, that just doesn't work for me.

Your (his)lift pump was shot and now you broke prime on the injection pump.
 
Check the wire on the shut down solenoid as you may have disturbed it and it may have lost connection. make sure it is clean and tight. Like was said already double check the index marks on the throttle linkage.
 
Does it start with your foot on the floor? Did you thread the fuel screw back to where it was prior? This is not a complex job. One, you don't have the throttle lever indexed correctly or you don't have the fuel screw in far enough.
 
The shutoff solenoid is connected. We have tried the throttle lever in several positions both thighter and looser than when we took it apart. Every time we move the position of the lever we try to start both at idle, mid-pedel, and to the floor. While all of this is going on the position of the full fuel screw is either where it was before or turned in more. We know the lift pump has prime because we took the filter off and cranked and fuel came out. There is also fuel at the injector lines both at the pump and at the injectors themselfs, but aparently not enough to bring the motor to life. Any ideas? Thanks for the help.

Now sounds like you haven't bleed the injectors enough. Make sure you have the throttle lever indexed correctly and fuel screw in the same position it was prior to gov spring install. Have your buddy crank the engine with key in cab, while you crack open each injector til fuel comes out, then quickly tighten them. Continue and repeat at each injector.
