Need some info I was unable to obtain from the local Dodge dealer (what a surprise).
I've checked the maximum engine speed several times before; and its always been 3000 RPM; right where the red line on the tach starts. Checked it the other day and the engine was at 3300 and still climbing. No evidence that the speed limiting governor was kicking in. First question; where is the speed limiting governor susposed to be set? Second question; how does one adjust this maximum speed? Is the high idle adjust the way to do it?

A '94-'98 12 valve Cummins specs below:

Max. Engine Speed (Governed Speed*) : 2700 rpm
Max. No Load High Idle Engine Speed: 3000 RPM

It should have been set at the factory. I have no idea why it's higher now. The load on the engine at or near Gov cut off probably plays a part.

What does "No Load High Idle Engine Speed" mean?

My 97 runs to 2500 first, 2600 second, 2750 third. Never have gotten close to 2750 in OD. How fast is that anyways?

"No Load High Idle Engine Speed" would mean reving up to engine to governer cut off when the truck is in neutral. in other words flooring it and holding it there.

Notice how you get more RPM's as your engine has more load on it in the higher gears.

uh do I have something wrong with my truck it has never turned over 2400 rpm's before or after my rebuild at 75k or after installing the shift kit from Diesel Dynamics. Should I get this checked? Am I missing out on a bunch of horsepower? The highest rpm's are in forth gear cruising at 80-85 I think I might get to 2300 between shifts. That is full throttle with or without my trailer.

Yeah I have noticed the slightly higher RPM's in the higher gears. Some where I thought I read that was normal. Is it??

If so, can I assume that the govener speed is whats limiting me to 2750 at the high end, and the high idle speed is whats regulating the slightly lower RPM's in the lower gears, where there is less load?

I too have a 96'and NO, there is nothing
wrong with your truck right now. The "stock"
setting on the P7100 pump varies from truck
to truck but it sounds to me like you are
about right if your pump is stock.

But,... YES, you are "missing out on a
bunch of horespower!" Diesel Dynamics
can install a "governor spring kit" for
you which will RAISE the RPM limit for
your truck up to 4,000 RPM! I have mine
set at 3400 right now. While they are
doing that you might as well have them
put in the AFC spring kit too. This will
help with "smoke control. "

I'm no expert in the detailed operation of the Bosch RQV-K Variable-speed governer our P-7100 fuel injection pumps have. I have Governer characteristic curve graphs in this Bosch text book in front of me that I can't even begin to understand. Full of algebraic symbols & formulas. #ad
I really can't answer your question.

There is alway more load on the engine accellerating at high speed vs Low speed. The engine works harder because its fighting wind resistence.

No problem. I am gonna go with my shift points as normal. And the fact I get 2750 is good for the stock setup.

My first priorities are to get the gauges finished, then finish up my "checkup". Make sure this thing is healthy before I start BOMBing. Then TST, BD, and DTT will getting my visa card number.

Had some fuel to burn on the way home. Gets 2700 in first, 2600 in second, and 2750 in third. Seems to rev right up to 2700 other that second. The shift from first to second, and then into third happens fairly quick.

Also slowed down to about 50 on I-5. Locked out the OD, and floor it. Rev right to 3000 RPM, then the govener (?) kicked in. It was just like I lifted my foot off the pedal. ( which occured a few seconds later ).
