That is pretty cheap if they are any good genos has relays for the gen one for 17.95 . But if the heater is cycling and shutting off the relays are working
 
It sounds like you got it figured out. 18 Bucks is cheap I wonder if there are any differences between relays on 1st & 2nd gens. Several years ago I had to replace the relays on my former 00 and the dealer was the only place I could find them. IIRC I paid close to 100 bucks for the pair.
 
It looks like they mount different is the only difference i can see the 92 mounts flat on the fender and the 98 mounts down on the side of the fender . Genos is a great place to deal with and there prices are way cheaper than the deals
 
I did a check on the power side of the grid heater and no continuity meter reads ol there is continuity on the ground terminals. So I checked the terminals on the 92 which I know the heater works and there is continuity on the power terminals
If you showed no continuity to ground at the hot side of the heaters then the heater grids are either missing or burned out. bg
 
The grid is broke so I put the one off the 92 in it and its working perfectly now does a preheat cycle then several post heat cycles and shuts off
