Sorry for the confusion DPLetchum, What I was saying is that I tried it two ways, thinking that the go pedal setup was causing my problems trying to adjust the rpm I ran the next setup directly to the throttle linkage. In the end both set ups worked the same... not very good.
The reason for having to mess with the calibration with the TPS is exactly what D. Thiele said above. My truck has a very difficult time maintaining a low rpm with the go pedal, wood doweling, pull cable, etc. It just can't seem to keep the calibration in the low end of rpm range. Driving around it is not noticable, but trying to achieve a little more rpm manually is just not very reliable.
I cured my problem by buying an exhaust brake and turning it on at idle. It is probably the best purchase I made for my truck (thanks mbaston!). A quick example is a couple weeks ago I started my truck at -25c and turned the exhaust brake on, the automatic high idle ramped up to 1000 and in 15 minutes the truck was at FULL operating temp!! With the brake engaged the EGTs pre turbo were above 350deg at 850rpm and about 425deg at 1000rpm. I was never able to get my EGTs above 250deg with my manual high idle no matter what the rpm (up to 1600).
