2nd Gen Non-Engine/Transmission Hard brake pedal, soft brake perf

I've noticed that in the last 3 weeks the brake pedal has gotten very hard to press. The braking force doesn't seem to match the pressure applied though. The only item I changed was the power steering fluid over a year ago, using Valvoline Syn fluid. The brakes haven't needed new pads yet either, I've looked. Any ideas as to what may be going on?

Bad vaccum pump or leak in vaccum system.

I'll give it a close look. I don't have my factory serv manuals here to read about any ops checks. Thanks, Al
