The '94 has a 47RH which does not have a governor solenoid. If all the other shifts are ok, the governor is probably ok. In order to shift to OD the PCM grounds the wire to the OD solenoid on the VB in the transmission. Several things could be wrong. The solenoid may be bad. There may be a bad connection somewhere. The TPS may be causing problems. If TCC lockup works ok, the TPS should be ok. If the tach does not work right then the sensor on the crank pully may be bad. The transmission line pressure may be low. You will have to do some trouble shooting to find out what is wrong.

I remembered one more thing to check. The transmission temp sensor may be bad. The PCM won't allow the transmission to shift to OD if it's cold.
