Just a little trick I learned long ago... . Just a little countersink on each Block and head bolt "stud" seemed to make the new gasket "set" better. not sure if this will help, but it sure can't hurt.
 
Retorque

Bloomy, Loosening is the way to do it. If you noticed when you retorqued, the nuts probably didn't move at all, by doing so your thinking all is well. The nuts and washers seem to st ick where there at. By loosening and relubing nuts and washers you will get the true reading, you'll need to do this a few times to get the oring mashed into the fire-ring in the gasket. Loosen one at a time and torque to specs. When you retorq again try one before you loosen. Also mark nut and cyl head to see just how much their moving. I was told to keep retorqueing until the nuts only move about 1/8". Drive a few hundred miles then check. Thanks Steve B.
