Help on the dash creak- recall 23-08-99

I have that passenger side dash creak and I remember somewhere on this website where you could pull up recalls and I read the repair procedure for it. Like a dummy I never printed it. Where did that info go? I remember it showed to unbolt the dash and put 3m tape in somehow. I hate to watch those guys down at the dealer dissect my interior, Id prefer to do that myself. Help guys!!!
