i have foaming fluid coming out of the pump when truck is running very limited power steering an power brakes is it the pump or the hydro booster 1999 2500 4x4 i need to fix this asap i need the truck move this weekend any help is appreciated thanks
 
Shut it off, let it sit an hour and check the level. Sometimes it does what you describe when the level gets low.
 
When my booster failed it would puke ps fluid on the ground when the engine was shut off, and only every once in awhile. On the other hand, I can't think of anywhere else that air could be introduced into the pump. I'd be inclined to replace the booster.
 
A while back there was instructions on how to raise the pressure of the PS pump. I did the mods as per instructions, but must of gone too far, as I cracked the pump case, but inside the resevoir. It made a foamy mess and had same symptoms as you described. Just another thing to check.
