I would bet its the oil cooler ,had that problem,radator full of oil read up on this ,pulled oil filter housing out ,behind plate is the oilcooler replaced it,no more problem, 89 2500auto260k.
It is most definitely the oil cooler. Oil pressure is greater than the coolant pressure, therefore when the cooler cracks it ends up in the cooling system.
You can remove the oil cooler and take it to a radiator shop an have it pressure tested to about 60 psi to see if it leaks. It and the gaskets from Cummins is $300-350. It is far easier to ck. and r&r than the head gasket.
