Engine/Transmission (1994 - 1998) truck down!!

I just recently got my truck back from getting my motor work done and it ran fine but now when i'm on the highway in 5th or 6th gear my truck "chugs" or "surges" real bad. It seems like its kind of starving itself for fuel but i dont know what it is. I have a edge comp w/the wire tapped but its not a drag comp so i dont know if that may be it restricting it or not. My intercooler boots are still the stockers and i checked them and there all tight and as far as i can see all still intact. I could easily hit 50psi of boost before and now it seems like it bearly hits 40. My mods are in my sig. any help is greatly appreaciated.

Does it surge with the Comp turned off? Not trying to blame the Comp just wondering if it does it with and/or without Comp. If it does it w/Comp off I'd be contacting the person who did the motor work and asking if he had any suggestions, especially since there's apparently a loss of boost.



Buddy of mine has a slight surge when towing fifth wheel travel trailer with Comp on 2/3, he has Don's Mach 4 sticks and I forget what turbo - I think it's a 62/12 but not sure?

Just tried my smarty on economy today and got tired of the "Loping" at idle,comp off. switched back to comp 1x1 smarty on #4. This thing sounded like a blown drag car it loped that bad at an idle in economy mode.
 
This might sound funny, but what was the temp outside when this happen?

At times when it's cold, your truck could do this.
