"I have had my 12v lift pump replaced today and it still wont start. Pumped the plunger 700 times. Someone suggested starter fluid in the turbo? I have to have this thing running by 11:00 in the morning central time. . Thanks Chris. "

Whatever you do DON'T put starter fluid in the turbo!!!!! Very dangerous!!



He mostly likely has a air leak in the fuel supply system. The fuel hoses are the most likely problem. It they are not then the fuel heater, pre-filter, all fittings, and the little curved hose between the pre-heater and the lift pump.



If it is turning over check to make sure the fuel solenoid has lifted. If it has not then pull it up and try to start it.



The pre-filter could be stopped up.



The overflow valve could have failed.



Need more symptoms than what you have here to have a better guess. The lift pump can fail, but it's unlikely.
 
Before I pump the plunger I remove the bleed bolt from the top of the fuel filter so the air being displaced by fuel has somewhere to go. Did he do that? After a pump replacement it takes a lot more pump cycles than just replacing the fuel filter does also.
 
Do you feel a resistance when pumping it? The cam lobe may be up and you will need to crank the motor one turn. Are you getting fuel at the injection pump? You may have a blockage in the tank. ( I did once- algea ).
