Engine/Transmission (1994 - 1998) Holes not threaded in Pump Gear

Had a shop check timing in my new to me '98. They found no threads in the gear. Had to pull the front cover and install a new gear from Cummins. They tried threading the holes only to break the taps. Anyone heard of this before?





Stumped in Montana.
