2nd Gen Non-Engine/Transmission Horn don't work....

On my dad's 2002 3500 the horn doesn't work from the steering wheel. All fuses are good and the horns themselves are fine because they honk when I hit the lock or panic button.

Anyone have any ideas as to what this could be?

Clockspring or horn contacts themselves. If the horn honks with the alarm, then the horn relay in the PDC under the hood should be good.
