If you look down the list of TSBs from the last year you will see one for a gear shift alarm or something like that. On an automatic the gear shifter is not really connected to the indicator very well. So it might say N but you are really in R or D or some other combination of the above. So instead of fixing the problem DC got the Govt to say it was OK to change the computer to blow the horn if your foot was off the brake, your seat belt was off, the door was open, and the vehicle moves (or is not in Park not sure about that one). But if you are trying to back a trailer into a spot and you need to take the seat belt off and open the door to see what you are doing and you start backing the freaking horn starts blowing and it scares the bejesus out f you and almost fall out of the truck because you forget the darn thing is going to do it. I mean the first million times you backed into a spot the same way with all other vehicles the horn didn't blow so why should it on this one? At night it wakes poeple up and is a general nusance all around. So most people find a work around like a scotch connector or jumper on the seat belt wires, or clipping the belt behind them, or riding the brake. But in reality the whole thing is a just a dumb way to try and fix something else without fixing anything. It just creates worse problems like people not having a seat belt reminder.
