Engine/Transmission (1994 - 1998) Horsepower gain?

I have a 96 5 speed and I was wondering if advancing the timing would give me any more horsepower.

Nope, just helps fuel mpg and makes the engine run better. You could slid your stock plate and AFC housing forward and also spin the star wheel to gain some free HP (if you have gauges). Oh, also loose the silencer ring in the turbo and remove the muffler and cat too. That well pep it up some and if your not careful the BOMBing bug well start biting.

What will my truck idle at and what will the max rpm be if I changed the timing to 15*?

Idle and max RPM should stay the same. The only benefits to higher timing is fuel mpg and better top end performance.
