You don't mention what software/O. S. you are using. I am going to take a big WAG at it and assume WinXP. If you have an image editing program you should have many options on how to get the image into the "clipboard". The most common one is to just right click and choose "copy". This puts the picture into Windows' copy/paste memory. Normally though, the image will be to large to be uploaded to TDR. I think the limit is about 34kb? or is it 39kb? I forget.
What you want to do is get the image loaded into the editor. Paint will do and I use it for a lot of "quick jobs" just because it is on every computer that has Windows loaded on it. You can also get some image editing software for free off the internet. check into

Those are only a small fraction of the free software web sites. Try entering FREE IMAGE EDITOR or FREE PHOTO EDITOR in your Google or other search engine. You will get a lot of hits to look at.
Once you have the image editing software running, load your picture, choose Image Resize and save it as JPEG and use the smallest image compression that it supports.
There are also some quick and dirty image resizing programs
