If it's on the 1st gen, then you need a dial indicator that's used to set the plunger lift at #1 TDC. Timing is adjusted by rotating the pump on the gearcase.
If it's on the 3rd gen, then something else is going on as the CP3 pump has nothing to do with the timing. All it provides is fuel pressure and volume, the timing is done by the ECM.
