ECappleman, yours sounds like the Mopar fog light accessory kit which comes with the same OEM Hellas. It was probably installed by the dealer. The kit comes with everything needed to hook it up, including the wiring and switch, which sounds like what you have. What Mopar doesn't tell you is you don't need the extra switch and wiring. (But if you use the extra switch, they will work with the high beams).
When you install the kit, you can purchase the headlight switch w/ the fog light option directly from your dealer. Take out your old switch, put in the new one, and install the fog lights. Bam. They work.
