How much weight can be towed is legally-limited by wheel/tire/axle ratings. So far as weight goes, nothing else applies. Goosenecks have the advantage. (Once above 26k gross a CDL is required).
The trailer frontal area is what’s ignored. Aero is a problem, weight is not.
We can build a 3,500-lb trailed load that a Dodge 5500 couldn’t get above 50-mph.

When I sell you my CTD, I’m gonna hand you a mimeograph sheet sez it can’t tow more than 6,000. A sheet that has same force in court as manufacturer “ rating”.
I ran oilfield hotshot in a CTD that had a GCVWR of 20k. My loaded trailer weighed more than 20k. Legally.
