Attention: TDR Forum Junkies 
I made a webpage with a link to Irfanview and brief instructions on how to resize a picture. There are many forum members on this and other forums that ask "how do I ... ", so I thougt this might help. The Irfanview program will run directly from the internet without needing to download it to your computer.
