Unplug the sensors, no need to disconnect the batteries, once the sensor is unplugged there is no voltage in the wheel end of the circuits. Check resistance of each sensor, you may have to wiggle the wires to get the open circuit to "open". I don't know the resistance off hand, but it really isn't important if you have a broken wire. Typical wheel speed sensors are 800 to 3000 ohms, I usually find a faulty sensor to be open (infinite resistance) due to wire breakage.
Make sure your meter leads don't touch each other in the connector and give you a bunk reading indication the sensor is shorted.
You can have other problems with the sensors,wiring,etc; but the way you describe your dilemma this hopefully will put you on the right track.
