In the state of Pa. one can change a 3/4 ton license plate to a half ton which is cheaper in cost. Now they won't let you change a one ton to a 3/4 ton. I don't haul that much but do pull a car trailer. My truck is for personal use I don't know about other states on what you can do.
In WA its based on GVW of the vehicle, you can license down but it's something you don't want to get caught doing... Here our licensing department looks at the Vin # which is coded for GVW and sells you the license...
It seems each state has its own ways of extracting money from us. .
I can register mine with passenger/car plates, which I have, but anything with a GVWR over 8800 lbs requires inspection at a diesel certification center and costs twice as much to re-register.
