No, I doubt that you were "doing it wrong". You were probably doing exactly what policies of your department told you to do. I understand that different agencies have different priorities, and that some "infractions" may be considered less important than others. If law enforcement personnel spent all their time issuing citations for 21654(a) (or going 66 in a 65), then it would probably be a drain on resources that would be better used for other things.
My point has only been that the CVC says it's illegal. Whether someone will be cited for it, I can't say. You're a far better source of information for that question, and I think you've answered it !
