Irfanview

I have been using it for several years and really like it

I recently downloaded the latest version, 3. 95 as I recall, and when I resize, it wants you to download something akin to a key, and that is ... for a fee. About $10 or $11 as I recall... I removed it and went back to my prior version (3. 91) which was TOTALLY free..... I think they finally succumbed to being other than freeware... .

Bummer! I have been using this (recomended by Steve) for a couple of years as well and I think it works great!

Then just don't upgrade... Like you, I think it is great, and the past several versions have all been great. .

I just downloaded it a couple of days ago after reading about it here - it works GREAT, and a very comprehensive version is still FREE, but if you want a more intensive version, ya gotta pay...

It's substantially better than a version of a similar program I have been using that was bundled with a scanner I bought - the ability to easily rescale photos is a big plus...
