Engine/Transmission (1998.5 - 2002) IAT Sensor

This maybe nothing but a coincidence, last weekend I pulled the IAT Sensor out for the first time to see if it needed cleaning. I was feeling like I was losing some power. Well after 100k it didn't look bad so I cleaned it anyway and put it back in. It did make a difference on the performance, Spool up and the Cummins is alot smoother. What is strange is I ordered and got in the Geno's Vulcan Kit in and was getting set up to put it in and decided to wait for warmer weather as long as pump #2 holds up because it has been dropping pressure. Well It has been 4 days now and the pressure has been at a steady 12psi and 10 WOT. Whats up with that, does the IAT have any effect with the Lift Pump? I was going to put on a new pump when I do the relocate but now I'm going to use the old one and see if it runs good. What do any of you think?

That maybe true, but that sensor does feed into the PCM which does affect performance and fueling so I'm not so sure.

The ECM (not PCM) controls engine performance. The only control the ECM exerts on the lift pump is run in cranking mode (half voltage) or run mode (full 12V). No way the IAT affects the fuel pressure put out by the LP unless your ECM is fried and brain dead.
