Idle adjustment

My brother had his idle adjusted up on his 97, and it was set to high. Is it an easy adjustment to bring it down, if so any help would be greatly appreciated.

Also a lot easier if you use a 3/8" wrachet with 10mm socket for the bottom nut. can't see the bugger.
