Your idle should NOT be increasing unless something is sticking. One thing to check is the spring on the throttle valve on the transmission. If that's rusted or fallen off it can cause this problem. Have you ever replaced the springs on the throttle lever? These go from a "hook" back to the lever on the injector pump. The ends rust off so maybe you are only using one and it's ready to go. If this spring breaks it can get pretty exciting before you get stopped. There are two screws that attach the lever to the injection pump. They may be loose and take an 8mm wrench to tighten. Another possible suspect is the "kickdown" cable adjustment. This can prevent the throttle from returning all the way. A frayed throttle cable can also do this. Anyway, there are a lot of things to check. I think I've messed with all of these things at one time or another on my '95. If everyone of these things is ok, then the adjustment screw for the idle is on the rear end of the injection pump. It is vertical and has a 10mm head. The lock nut also takes a 10mm wrench. It's easier to make the adjustment if you put a screw driver in the throttle mechanism by the TPS so that the throttle lever is not pressing against the adjustment screw. Then you should be able to turn the screw with your fingers after the lock nut has been loosened.
