No Dodge isn't smart enough to put the sensor on the pedal. They put the sensor on the engine and have a throttle cable to connect it to the pedal.
If it's a 24V idle is not adjusted the computer maintains idle speed. I you have acces to a scan tool check and see what the APPS voltage is and what the idle validation switches read. You can also look at a wiring diagram and take the voltage readings directly from the sensors.
