Ignition shut off

Can someone please help;Have 97 12 valve;Sporatically get howling from the engine at start up for only a couple of minutes, during which I cannot turn it off - at same time, the charge meter shows only 8 amps, then all is fine, and amperage climbs to 14. For some time after, the meter fluctuates around the 14 amp mark, then settles down.

Had a new alternator installed two weeks ago. Any ideas?
