In NY, Rockland Red Dually

Is there anyone out there that ownes a Red 3500 03 dually that was barreling at 90 mph in Rockland county going towards the bridge?? His Plate read 11445 **. I won't put the rest in for privacy purposes. I'd like to talk to the guy and see where he got those diamond plate mud flaps.
