Go with a combination of the two choices, a Kayak Pool, these can be put in the ground at any depth. They can be installed flush up to the entire pool above ground. I do not personally care for an inground because of anything that cross the lawn ends up in the pool,but with a raised pool this is not a problem.
Also insurance much higher on inground. also you have to put up fence, with a Kayak fence is with the package. Inground you must have sidewalks, Kayak has deck that surrounds the pool and you can choose your own design.
I installed inground pools for years they are very nice but for the reasons above when my wife wanted one I had her look into Kayak, she chose it a 16 x 32 with 6' deep end, it has been pretty much maintenance free for 7 years now.
