Initiating idle control only dealer can do?

Hi all,
Newbie to the diesel world and this is my first attempt at starting on this site. I know this question I have is dumb and has been discussed before but it has never been made clear to me. The high idle control, do you have to have a dealer turn that option on for you or is there some other way I can do it without going to a dealer and paying him for it? I know how it operates with the cruise control feature and all but I am just not sure about the initiation of this option. Thanks in advance for any clarity you can give. My truck is discribed below.

some of the programmers on the market are capable of turning it and some other features on. I know that the Bullydog PMT is one of them.

Dealer can turn it on. Dealer you bought from might do free. Others post anywhere from they did it free(while getting other work)to up to a hour labor charge(they DO have the tool to do it)
