Engine/Transmission (1998.5 - 2002) Injector retaining bolts

I recently pulled my head to get valves reground ,and while I was that deep into it , installed a helix cam and new lifters . My issue is I dont have the service manual,and dont know quite what to do whith the two -shouldered injector retaining bolt. The haynes manual says dont touch or adjust it ,but the whole valve train was removed and obviously those bolts were also removed when the head was machined. I know the torque value of the outside bolt but would someone tell me how to properly install the two shouldered one? thanks E S. Also its a 98 1/2 isb!!

tighten it to

89inch lbs I'd add a little blue loctite to the inner bolt only.
