intake flange on filter box loose?

Would it hurt airflow if I removed this little flange that sits loose between the filter box and wheelwell? Also would it help airflow to the filter if removed?

Getting ready for some minor bombing(EZ),tired of neighbors supercharged V6 Bonneville walking away from me and then hearing about it!

Removeing it can only improve air flow. some guys are even drilling holes in the bottom of filter box (dirty air side) to help improve air flow.
