Need to remind all that this is no longer a lift pump issue. It is now a matter of the WTS light not coming on 'till the ignition is on for 5 secs or so and no start till the light comes on. Like the inj pump is not told to fuel till the light comes on.

Smitty,

I went back and re-read the entire thread.

It sounds like you've pretty much eliminated everything... and if it were my truck... I'd have to conclude the ECM was faulty and would replace it.

I'd probably first take the time to measure some of the ECM signals and voltages when that WTS lamp won't come on in order to satisfy my curiosity why the fault is occurring.

Mine was doing basically the same thing. Intermittant start. Some days would start every time, others no start at all. The injection pump had power but no signal to turn on fuel. Finally found the problem. Crankshaft position sensor would not give a signal during start attempt, therefore the ECM would not turn on the VP-44. With no signal during crank, no codes were set because the ECM didn't know the engine was turning. Had taken it to Cummins Mid-South and they didn't have a clue and lightened my pocket book by $225 for fixing nothing. Therefore I looked at the wiring diagrams and description in the repair manual and went straight to the sensor. $35 later it starts and runs great. So you may want to check this.
