Are out of round rear brake drums a common problem with 98-99 trucks and would they they be a major contributor to a brake pull?

I also had a out of round drum on my 98 1/2. The dealer wasn't going to cover it under warranty, because it is a "wear item". 12,000 miles only. I had about 15,000 on my truck at the time. They had also turned the drum twice already to try to get rid of my break pull.
