Is the ban still lifted?

I got to talkin' to a "Station" owner here at work and the ban on red fuel according to him never was lifted. I KNOW after katrina that the offroad ban was lifted as diesel was and "is" in short supply (Whatever) So we argued and I still stick to what I said. . . . So I am right in saying that the ban for running red fuel "off road" on U. S regulated Highways is lifted still?

I remember looking in to this for my work truck and IF I remember correctly, If you were running red you had to have the tax forms with you and you could not put anymore in your tank after November 15 2005 and you had until December 31 2005 to get the remainder of the red out of your system.

I don't remember the specifics but it was only a short term "lifting" and the Nov. 15th date sounds about right. It was OK longer in areas closer to NO and MS, but not nationwide.
