Engine/Transmission (1998.5 - 2002) Is this drone or something else?

I have a strange noise coming from underhood while driving. It is far louder when just starting out. Once I get on the interstate cruising it is hardly noticeable. It is hard to describe but it sounds like it is coming from the where the downpipe is bolted to the turbo. Could the bolts have loosened over time? I would best describe it as a roaring sound. If you guys can help me identify what this could be and a way to get rid of it I would appreciate it.

Sounds like the clutch fan to me, if you tow and hit hot weather you'll really hear it
