ISS tach "pigtail" ?

Is ISS(no pun intended)5503 tach suppose to come pre-wired with bare wires to be butt connected to bare ends of issr8912-92 tach sensor kit. 8912-92 came with 4 females to factory and four bare with butt-connectors.

Unless one of those over-worked kids in Bombay forgot to wire back of tach. Called Piers today, but tech was busy all afternoon-Go figure
