Exhaust brake not working

still no 5th or 6th gears hot after repairs

Has a black Maxx tuner running on it.
Trans likes to lock up tc and big 5th and 6th gears
If I switch to manual mode on shifter it runs like a top on shifts. I am just hoping for no trans issues with this tuner being on truck for a LONG time. It’s on v 6.7.35 which was updated to 6.8 in 2012 from the searches I’ve done. I’m a fool to this tuner and not sure if eb is working. Have tried stopping with a load but tow haul mode seems to downshift sooner as expect but I don’t get eb in or out of tow haul mode. How could I diagnose an issue with eb?

New to this VERY powerful engine compared to my nearly stock 2nd gen I’ve had the last 4 years!
Out on highway cruising it was pretty boss! Seemed to run well.

I think I figured out tc lockup issue. PO has installed a dial to adjust tc lockup. I will adjust it tomorrow and I bet it won’t lug on 5-6th gear/tc lockup so soon!
 
Early 07 is 5.9 I think.
So mine has exhaust brake just doesn’t seem to be working running empty.
If you have a 5.9L Cummins than the VGT exhaust brake is not on that model of truck as standard nor the 68RFE auto. The very early 7.5L trucks with the 6.7L Cummins and the 68RFE auto did have the VGT on them but was not activated. The dealer had to flash the software to activate the VGT exhaust brake feature. The activation became standard on the 2008 models and up along with some very very late built 2007.5 model year trucks, if I remember correctly.
