First year DEF was added to the trucks

New here and considering a diesel

Can be several things, CPS, CKP, can also be possible. If you haven't the ability to diagnose it properly you start throwing parts at it at this point.
I'd have a GOOD mechanic - specialized in these old trucks, have it diagnosed and fixed now. A no-start condition isn't the easiest entry to a Dodge Cummins for a new DiY mechanic.

You will need to bleed the air out of the system now, they don't self bleed for crap. Push the center pin on the Schrader valve at the pump or loosen the line, it will probably make a mess. Then you will need to bleed several injector lines. You will need to crank it for this. Just do several of the easy ones. When you get fuel at them shut them off, it should start.

hey so this totally worked today! I cracked 1, 3, and 4. 3 and 4 bled pretty easily but 1 took a little while to dribble. Is this indicative of anything I should be aware of? I got 3 and 4 to bleed, closed them, then bled 1 individually and it bled pretty quickly after that. Once I closed 1 off I had to crank the engine a bit, and it ran rough at first but then it ran! I let it run for a little bc I was scared to shut it off lol. I’m guessing I should probably look at getting a new lift pump sooner rather than later.
 
Hopefully it will run now. I am still concerned about the temporary gauge loss.

Just an FWI, the Napa/Wix 3585XE is a 7 micron filter for the 03-07 5.9. I have used them for years on my '01, however, I use aftermarket lift pumps that might be able to overcome the smaller micron. The oem is 10 micron. If you are using the oem Carter style pump it might restrict sooner and cause your no run condition.

Wix no longer makes the 10 micron filter but Fleetguard does. Here is a link to the filter and some info about the 7 v/s 10 micron. 1st link is 7, 2nd link is 10.

I usually only crack one line on pre CDI, never failed to start that way.
Runs crap for 3 seconds and then clears up.

Good that you figured it out, my previous post was an answer to your roadside tow and ask for help without the info we got later.
