Engine/Transmission (1994 - 1998) Key doesn't turn starter, but jumping selenoid works well. Relay needed from Larry B?

I did purchase the authentic service manual CD. I agree that the paper manual would be better, however, I would also get grease all over it. I'd like to put bookmarks in there too, but I think there may be a way to put electronic book marks in it.
I'm starting to get a little better at chasing wires, altho I'm still not great with it.
I was thinking of putting another fuse block next to the PDC (sorry for incorrectly writing about the PCM, I've never touched that) If I could get that wire out of the bottom of PCM, I'm sure that I could make a good connection. There MUST be a way to get it off, altho I thought that the way I used would work.
Thanks for all the advice, I have a lot less things now that are critical, altho I feel I haven't fixed it the correct way.
Any suggestions for another fuse block (in addition to the PDC?) I have one, but I realized that it doesn't have a cover, that's certainly NOT a best practice item when it's under the hood (altho I could put in under dash instead)
