My brother has a Lenox oil heater in his home (98 vintage)

When the thermostat turn on the heater, the oil burner starts, but the fan never does.

The Thermostat has a switch you can turn the fan on with. Turn it on, let it run all the time and the oil heat will work normal (this is what he has been doing since around last March).

We went through the "flow chart" on diagnostics that came with the heater, and it says to replace the control board. The fan is controlled by the control board so it should come on 45 seconds after the burner starts, you can hear the relay click, but the fan never comes on. (there is no heat sensor like the old heaters, just a timer built into the board)

Any Lenox guys out there know where we can buy this board? (I got the part numbers if needed)

The local dealers want to sell him one, but only if they come out and diagnose it first, then let them replace the board. I can understand them wanting to make some money, but there is no reason we should not be able to buy this board.
